JB: "We are not saying the HR paradigm is shifting as much as we are saying it is expanding. HR still must have a compliance paradigm—that is very important. Compliance is also an important part of finance and marketing: there are rules you must follow in both areas. HR will retain the service delivery paradigm. Again, there is a service delivery element of finance and marketing where, for example, treasury will manage borrowing and investments, and advertising and sales remain vital services. Similarly, even as HR becomes a decision science it will continue to deliver services like training and change management.

But we are suggesting expanding the paradigm to include questions like, “When leaders make decisions about this resource called talent, do they do it in an excellent way? Do they do it using principles that are based on what we know from scientific research? Do they use evidence? Do they test questions systematically where if things don’t work out they revise their theories and working models?” We see leaders doing that when they approach an issue in finance or marketing, but less so in talent management"
